Social care is one of the major public service areas. In England, the responsibility to provide social care services rests principally with local councils. At any one time, up to 1.5 million of the most vulnerable people in society are relying on social workers and support staff for help. Social care services also make a major contribution to tackling social exclusion. Currently, modernising social services is a national priority, and to have the greatest effect this must happen in conjunction with the modernisation of the NHS.
About social care
The term 'social care' covers a wide range of services, which are provided by local authorities and the independent sector. Social care comes in many forms, such as care at home, in day centres or by way of residential or nursing homes. The term also covers services such as providing meals on wheels to the elderly, home help for people with disabilities and fostering services.
Role of social care work in the United Kingdom
In the United Kingdom and elsewhere, a social worker is a trained professional with a recognised social job qualification, employed most commonly in the public sector by local authorities.
Spending on social services departments is a major component of British local government expenditure.
In the UK, the title "social worker" is protected by law (since 1 April 2005) and can be used only by people who have a recognised qualification and are registered with the General Social Care Council (in England), the Scottish Social Services Council, the Care Council for Wales or the Northern Ireland Social Care Council.
The strategic direction of statutory social job in Britain is broadly divided into children's and adults' services. Social work activity within England and Wales for children and young people is under the remit of the Department for Education and Skills while the same for adults remains the responsibility for the Department of Health. Within local authorities, this division is usually reflected in the organisation of social services departments. The structure of service delivery in Scotland is different.
In 2007, the General Social Care Council launched a wide-ranging consultation, in concert with a number of other social care organisations, to agree a clear professional understanding of social work in the UK.
